Sunday at 11:57 a.m., Mohamed Omar Abuelroos, 25, of Dearborn, Michigan, was arrested on charges of violating conditions of release and criminal trespass after suspicious activity was reported on Western Avenue a day earlier.

1:48 p.m., Alicia Marie Lutz, 26, of Augusta was arrested on a warrant and charges of criminal trespass and theft by unauthorized taking (less than $500) after shoplifting was reported on Civic Center Drive.

9:24 p.m., Mark Anthony Gooding, 51, of Augusta was arrested on a warrant after an attempt to locate was performed on Littlefield Street.


Former ed tech admits bringing loaded handgun to Maine elementary school

ROCKPORT — A former educational technician at Camden-Rockport Elementary School pleaded guilty Monday to bringing a loaded gun to school.

But under terms of an agreement reached with the Knox County District Attorney’s Office, the charge against Meaghan M. Collier, 23, of Tenants Harbor, will be dismissed in 12 months if she adheres to terms of the deal.

Collier pleaded guilty Monday in Knox County Unified Court to Class E misdemeanor possession of a firearm on school property.

The charge against Collier will be dismissed in December 2017 if she refrains from further criminal conduct, completes 50 hours of community service work and pays a supervision fee of $10 per month.

If she violates the deferred disposition, Collier would be convicted of the charge and fined $200.

Assistant District Attorney Jeffrey Baroody said Collier had carried the gun with her early in the morning when she was walking her dog and said she had forgotten she had it and had no intention to bring it to school.

Baroody called the action “extreme negligence.”

Collier did not have an attorney and represented herself in negotiations with the prosecution.

Collier was issued a summons Oct. 28 by Rockport police on the day of the incident.

Police said a loaded Glock .380-caliber handgun fell out of her lunch bag, which was in the refrigerator at the staff lounge at the school. The lunch bag fell out of the refrigerator when another staff member was removing an item.

There was no bullet in the chamber and the weapon did not fire.

Collier had been hired at the beginning of the school year to be a one-on-one technician in the Explorers Program for an autistic student.

She resigned from her job shortly after the incident.

Camden and Rockport Police Chief Randy Gagne had said Collier had no ill intentions, but simply had forgotten the gun. He said it was a case of not following safe gun-handling measures.

Ex-Brunswick police officer to be sentenced for sending obscene material to girl, 13

A former Brunswick police officer who has pleaded guilty to sending obscene material to a minor girl will be sentenced next month in U.S. District Court in Portland.

Garrett G. Brosnan, 25, will be sentenced at 10 a.m. Jan. 11, according to federal court records. U.S. District Judge Jon D. Levy will preside over the hearing. Attorneys for Brosnan and the government held a presentence conference on Tuesday.

In September, Brosnan agreed to waive indictment and pleaded guilty to the charge. He faces a sentence of up to 10 years in prison and a fine of up to $250,000.

In court documents, prosecutors, said that if the case were to go to trial the government could prove that in October 2015 Brosnan engaged in an online conversation that was sexual in nature with a 13-year-old Arizona girl. A Department of Homeland Security agent became involved after the girl’s parents notified authorities. Brosnan sent pictures of his genitals to the agent in June.

Brosnan resigned from the Brunswick Police Department in June, according to Police Chief Richard Rizzo.

Sanford man wanted after police chase in Waterboro

Maine State Police are asking for help finding a Sanford man who led officers on a chase on Dec. 5.

Authorities say Tyler Cann, 24, of Sanford sped away from officers in Waterboro, and officers broke off the pursuit when it became too dangerous.

Warrants have been issued for eluding an officer and reckless conduct.

Cann is believed to be driving a red Chevrolet Cobalt with Maine Lobster registration 205AEV.

Anyone with information about Cann’s whereabouts is asked to contact trooper Tyler Martin at 657-3030.

Portland man found guilty of murder in shooting at apartment

A Portland man has been found guilty of murder for shooting another man in the head in late 2014.

Abdirahman Huessin Haji-Hassan, 25, was found guilty after a jury deliberated for two and a half hours on Monday, said Tim Feeley, spokesman for the Maine Attorney General’s Office.

Haji-Hassan was accused of shooting Richard Lobor, 23, during a dispute at another man’s Brighton Avenue apartment on Nov. 21 2014.

According to authorities, Haji-Hassan and another man were involved in a dispute in the apartment and Lobor stepped in between the two. Haji-Hassan shot Lobor in the leg and in the head and then fled to Minneapolis, where he was arrested Dec. 19, 2014.

After his arrest, Haji-Hassan agreed to return to Maine to face the murder charge and pleaded not guilty.

His trial in Cumberland County Superior Court lasted a week and closing arguments were Monday. The jury returned its verdict the same day.

Haji-Hassan will be sentenced at a later date. He faces 25 years to life in prison.

Biddeford raid reveals building, safety code violations

Biddeford police, along with city and federal officials, conducted an informal raid of a High Street address Tuesday where people had reported ongoing drug dealing.

Police went to 84 High St. to check on bail conditions and probation violations, and to investigate alleged drug trafficking.

Although no one was arrested or charged, city inspectors found building code and life safety code violations, according to a statement by police.

Inspectors found eight code violations, including disabled smoke detectors and stored items blocking escape routes. They also found that there was no heat in the third-floor unit, and found a water leak.

The landlord was alerted and the city’s code enforcement office will follow up, according to police.

Former gunpowder plant owner to pay restitution in Maine wire fraud case

A former gunpowder plant owner imprisoned over a deadly 2010 explosion in New Hampshire has agreed to surrender some money to the federal government in a separate wire fraud case in Maine.

Craig Sanborn of Maidstone, Vermont, is serving a 10- to 20-year sentence for manslaughter and negligent homicide in connection with the explosion at his Black Mag gunpowder plant in Colebrook. In Maine, he was convicted of stealing $300,000 in grant money relating to a munitions plant he ran in Brownville in the mid-2000s.

The Caledonian Record reports federal documents say the 67-year-old Sanborn has agreed to surrender at least a portion of that money to the federal government. The amount, $65,000, is in mutual funds held in IRA accounts.

Maine State Police to review investigation records in 1993 death of Hebron shooter’s first wife

A murder-suicide in Hebron last week has prompted Maine State Police to re-examine old investigative records in the death of the shooter’s first wife.

The woman, Greta Randall, suffered fatal injuries in 1993 when she fell at Two Lights State Park in Cape Elizabeth. The death was ruled an accident. According to press accounts at the time, she fell while picnicking with her husband, Daniel Randall, and their two daughters, Claire and Molly, at the park over the July Fourth weekend.

Investigators are looking back on her death after determining that Daniel Randall, a pastor, shot and killed Claire Randall, 27, inside their Oxford County home last Thursday before turning a shotgun on himself.

State police do not intend to reopen Greta Randall’s case at this time but will review the investigative records, said spokesman Stephen McCausland.

“(His) first wife died, and the same person committed a homicide 23 years later,” McCausland said. “We always look into the background of someone who is a murderer in a murder case.”

The Portland Press Herald filed a request Monday for the investigative records in Greta Randall’s death. Because the records are now part of an active homicide investigation, the case, which is still considered closed, is not available for public viewing.

An Associated Press report in 1993 said a park ranger administered CPR to Greta Randall until police arrived. She was taken to Maine Medical Center in Portland, where she later died.

According to the story, police believed wet, slippery rocks contributed to her fall.

Cape Elizabeth Town Manager Mike McGovern said he recalled Greta Randall’s death as a bizarre accident.

“She only fell like 2 feet,” McGovern said. “It was a freaky thing at the time. She tripped and her head hit a rock a certain way, and hemorrhaged.”

She was pregnant, and the baby, named Lucas Barron Randall, was born three months premature and died the next day.

Greta Randall’s obituary said she was 32 at the time of her death, and that she had graduated from the University of Northern Iowa with a bachelor’s degree in music. She taught music in several schools, and was a voice and piano teacher during her family’s time in Saco, where she also was a member of the faculty at River Tree Arts in Kennebunkport and an avid runner. She and Daniel Randall married in 1982.

Daniel Randall, who was pastor at First Parish Congregational Church, United Church of Christ, in Saco at the time, took a two-month leave of absence after his wife’s death and then left the church in early 1994. He moved to Arizona and met Anita Randall, who became his second wife, before returning to the Northeast and taking a position at Lee Congregational Church in Lee, New Hampshire, according to the Saco church history.

Anita Randall declined to comment when contacted Wednesday.

Daniel Randall was estranged from his family when he was served divorce papers by Anita Randall last week. Police say he left Liberty Bay Recovery Center on Forest Avenue in Portland at 10 a.m. Thursday, having just completed a 90-day recovery program for alcohol treatment. He then bought a shotgun, drove to the house in Hebron and broke in through the garage door because he did not have a key. He killed his daughter at 2 p.m. and spray-painted messages in five rooms of the house before killing himself, state police said.

Anita Randall was not home at the time, but had called a neighbor to ask if he would check on Claire Randall because she hadn’t answered her cellphone. He found the messages sprayed on the walls and called police.

Claire Randall was found dead in the bathroom with multiple gunshot wounds. Daniel Randall, 56, lay on the porch, dead from a self-inflicted shotgun wound to the head, investigators said. The state medical examiner confirmed that gunshot wounds were the cause of death for both.

McCausland said investigators have identified the gun shop where Randall bought the shotgun he used to kill Claire Randall and himself, but declined to identify it. He said the store owners are cooperating with the investigation.

McCausland said the gun purchase appears to have been legal and in compliance with all laws.

Ex-leader of Topsham youth theater group indicted on sex charges

The former longtime leader of a children’s theater group in Topsham has been indicted on 16 counts related to unlawful sexual contact with children.

Henry Eichman, 56, of Topsham was arrested in September. He helped found the Midcoast Youth Theater program.

At at the time of his first appearance in court, authorities said Eichman used his involvement in the program to prey on children. He allegedly hosted pool parties and sleepovers at his apartment complex for children involved in the program and was initially accused of sexually abusing three pre-teen girls.

At the time, Eichman was charged with two counts each of sexual exploitation of a minor under 12, unlawful sexual contact and violation of privacy. His indictment by the Sagadahoc County grand jury lists 16 counts: seven counts of unlawful sexual contact, six counts of unlawful sexual touching and three counts of “visual sexual aggression against a child.”

The dates of the offenses, according to the indictment, were from April 2013 to Aug. 1 of this year. A parent reported an allegation against Eichman to Topsham police on Aug. 18.

The “visual sexual aggression” counts apparently relate to allegations included in an affidavit filed in West Bath District Court that Eichman hosted children at a pool party at his apartment complex but told them he didn’t want them tracking water into his apartment, so they were to use a bucket outside if they needed to go to the bathroom. One child spotted a “video camera thing” with a blinking red light recording her as she used the bucket, the affidavit said.

On another occasion, the affidavit said, one child at an Eichman sleepover said the children were told they could not wear underwear. Eichman slept on a couch nearby and one child said Eichman was only pretending to sleep and was using a camera to take photos of the children as they slept.

The theater group has continued to operate after Eichman’s arrest and this weekend is staging a performance of “Beauty and the Beast.”

In September, the group’s board chairwoman, Julie Meyer, issued a statement saying the board was “deeply pained” by the allegations. Parents of children involved in the program also held a closed-door meeting in September to discuss the allegations. Parents said some of those at the meeting were angry and others were frustrated and sad. They discussed how to strengthen the screening process for adults involved with the program.

Meyer didn’t respond to an email seeking comment Friday evening. In September, she said the group didn’t conduct background checks on directors and others because all of the directors had worked in school systems where background checks were mandatory.

According to the group’s website at the time of his arrest, Eichman founded the group in 2003 “as a community theater dedicated to providing equal opportunities for all children to perform in full length musicals, without regard for past experience or financial resources. Over the next decade, the organization grew to include hundreds of families in the Midcoast with five shows per season.”

References to Eichman have since been removed from the website.

 

Windham man arrested hours after allegedly robbing Portland Shaw’s

A 45-year-old Windham man was arrested Sunday by Portland police less than two hours after he allegedly robbed a supermarket on Auburn Street in the Northgate shopping center.

Joshua Nelson was arrested about 11:32 p.m. near the intersection of Congress Street and Valley street after police pulled over his vehicle. His vehicle matched the description of a car seen leaving the scene of a robbery at the Shaw’s supermarket in the Northgate shopping complex about 9:42 p.m.

Police believe Nelson entered the store and demanded money, saying he had a gun. No weapon was displayed, and a cashier handed over the register’s drawer with an unknown amount of money inside.

Nelson was arrested without incident, and no weapon was recovered.

Police are looking into whether Nelson is responsible for other robberies in South Portland, Scarborough, Westbrook, and Falmouth that occurred over the weekend.

Sebago man charged in hit-and-run death of woman in Casco

A 28-year-old Sebago man was charged in the hit-and-run death of a Casco woman as she walked on Route 302 on Sunday evening.

Jeffrey Eugene Smith Jr., of Intervale Street, was charged Monday with leaving the scene of a personal injury accident resulting in death, a Class C felony.

Smith was arrested about 4:15 p.m. Monday by sheriff’s deputies and officials from probation and parole. Smith was on probation for a prior charge.

Investigators believe he struck and killed Lorna Nugent, 56, about 6:20 p.m. Sunday on Route 302 near Varney Road in Casco, the Cumberland County Sheriff’s Office said.

The driver fled in the vehicle, which was believed to be a 2001 to 2005 Volkswagen Passat with significant front-end damage. Police said they had located the Passat by 3:15 p.m. Monday, but did not say where.

An hour later, they arrested Smith.

The precise circumstances of the crash remain unclear, but so far, police believe Nugent was walking on Route 302 and was struck by the vehicle as it was headed west. She was wearing dark clothing, and there are no street lights in the sparsely populated section of road where she was struck.

Cumberland County Patrol Capt. Scott Stewart said it was not clear in what direction Nugent was walking when she was hit, or what she was doing in the road.

Smith, who is on probation stemming from 2015 convictions for felony theft and felony domestic violence threatening, according to the Department of Corrections, has had no driving infractions since 2010, when he was cited for walking on the Maine Turnpike.

For the 2015 convictions, Smith was sentenced to 18 months with all but 60 days suspended on both counts, and to serve two years probation after his release. It was unclear whether those sentences were concurrent or consecutive, according to the Department of Corrections website. A man who answered the door at a home near the accident site on Route 302 said Nugent had been at his home before the crash Sunday night, but he declined to speak about it further.

The speed limit for that stretch of road, which has few homes or businesses on either side, is posted at 50 mph, 10 mph higher than along other stretches of Route 302 that are more densely populated.

Nugent, previously of Milo, had moved to Casco to live with her boyfriend of 18 months, Jon Thompson, said his sister-in-law, Kathleen Dennis, of Windham.

Dennis said Nugent was a multi-talented person who could as easily work on her car as do upholstery.

She said Thompson and Nugent were at the home of a friend who lives across from the crash site, and that Nugent was walking to get cigarettes at a convenience store located east of the crash site on Route 302.

Thompson declined to speak Monday, and Dennis said her brother-in-law is deeply upset by the crash.

“It was terrible,” Dennis said. “He found her.”

That area of Route 302 has a wide breakdown lane. Spray paint from the accident reconstruction team was still visible on the shoulder of the road, where investigators sprayed orange circles and drove markers into the asphalt. Farther west, more markings were visible encircling small stains where blood had pooled.

Cumberland County sheriff’s deputies returned to the crash site Monday afternoon to take more measurements, but they declined to discuss the case.

 

Cushing lobsterman charged in deaths of 2 crewmen

A Cushing lobsterman has been charged with manslaughter in the deaths of two crewmen who were lost at sea when his boat capsized and sank near Matinicus Island during a storm in 2014.

Federal prosecutors have accused Christopher A. Hutchinson of taking oxycodone, using marijuana and drinking alcohol before taking out his boat, No Limits, early on Nov. 1, 2014, with two crewmen aboard. Tomas Hammond, 26, and Tyler Sawyer, 15, were never found after the boat flipped in heavy seas and sank several miles west of Matinicus as it was headed back to its home port in Tenants Harbor. Hutchinson, 28, made it into a life raft and was rescued.

He pleaded not guilty to the charges at a hearing in U.S. District Court in Portland on Monday. Dressed in a tie-dyed T-shirt and blue athletic pants, Hutchinson responded to questions from Magistrate Judge John Rich and appeared shaken and tired.

Hutchinson had a court-appointed attorney during the hearing, but said he had retained an attorney to represent him. His family attended the hearing but declined to comment about the case. The families of Hammond and Sawyer didn’t return calls seeking comment Monday.

Hutchinson, who was arrested Monday, will be held in detention until a bail hearing scheduled for Thursday. If convicted, he faces up to 10 years in prison and a $250,000 fine.

Hutchinson has been charged under the Seaman’s Manslaughter Statute, a little-used statute in the U.S. criminal code dating to the 1800s that is used in cases of misconduct or negligence by anyone responsible for managing a vessel, including a captain, pilot or owner.

The indictment charged Hutchinson in the deaths of Hammond, of Richmond, and Sawyer, of St. George and Waldoboro, on Nov. 1, 2014.

The boat was headed for a fishing area called Eleven Mile Ridge, despite National Weather Service warnings of dangerous weather and sea conditions.

After hauling lobster traps for several hours, Hutchinson decided to return to Tenants Harbor about 10:30 a.m., court documents say. Hutchinson tried to “surf” the waves, capsizing the boat.

In an interview a few days after the sinking, Hutchinson said the No Limits was on the way back to the mainland when the seas and winds quickly intensified, causing the 45-foot lobster boat to flip.

Hutchinson said that when the trio left the Linda Bean dock in Tenants Harbor early that morning, the wind was not blowing. He said he had fished that area off Matinicus for six years. He said his boat was large enough that he was not concerned about the weather.

“I’ve never seen the wind and seas pick up so fast,” he said.

Hutchinson said he checked the weather at 10 a.m., and the winds on nearby Matinicus Rock were reported at 22 knots. The crew hauled in one more line of 15 traps, then decided to head home, he said.

“We got hit by one large wave, and that pushed us into another. The windows to the wheelhouse blew out, and we began taking on water quickly,” Hutchinson said in an interview in the month after the sinking: “I’m not 100 percent sure what happened next, but the next thing I recall is being in the wheelhouse and the boat is upside down in the water.”

A weather buoy nearby reported wind gusts of 40 knots and waves of up to 14 feet.

The boat flipped about 11 a.m. several miles west of Matinicus, Hutchinson, who was not wearing a survival suit or flotation device, said he clung to the upturned hull by hanging onto a bronze fitting attached to the keel. The emergency position indicating radio beacon, or EPIRB, and life raft popped out from under the vessel more than two hours later, he said. The EPIRB activated at 1:36 p.m.

When he saw the raft come to the surface, Hutchinson said he swam the 15 to 20 feet to the raft and climbed on board. The raft was about 4 feet in diameter and was enclosed with a canopy.

He said he fired off one flare and waited. Eventually, he spotted a helicopter and fired off another flare.

An MH-60 Jayhawk helicopter from U.S. Coast Guard Air Station Cape Cod arrived about 4:30 p.m., lowered a bucket to the raft and hauled Hutchinson up to the helicopter.

He was taken by helicopter to Maine Medical Center in Portland, where he was treated and released.

The No Limits was found later the same day, mostly submerged.

The Coast Guard suspended the search for Hammond and Sawyer the next day. Their bodies were never found. The Coast Guard issued letters of presumed death for both men late in November 2014.

Blood tests conducted on Hutchinson that night revealed he had oxycodone and marijuana in his system.

No one answered the phone at a number listed for Hutchinson in Cushing on Monday.
