Maryland pair arrested after highway chase said they were driving to Canada

AUGUSTA — A police chase last week along Interstate 295 and the Maine Turnpike has resulted in two people from Baltimore, Maryland, behind bars on drug trafficking charges and a 5-year-old passenger in the custody of Maine Department of Heath & Human Services.

The trio was bound for Canada, after being unable to purchase airline tickets at the Portland Jetport, according to what one of the suspects told the arresting officer.

On Monday, Lenwood R. Williams, 27, was held on $75,000 bail and Heather L. Buccheri, 29, was held in lieu of $50,000 bail.

The two adults made initial court appearances Monday at the Capital Judicial Center via video from the jail.

Both are charged with two counts of aggravated trafficking in heroin; one count is based on the amount alleged — more than 6 grams of heroin is alleged — and the second count says a firearm was present.

Both are also charged with unlawful possession of heroin.

Williams faces additional charges of driving to endanger and eluding an officer. All the charges are dated Friday last week, the day Maine State Police Cpl. Christopher Rogers stopped a Black Jeep with Maryland plates reported to be traveling about 90 mph on Interstate 295 in Gardiner, speeding through a toll plaza and finally stopping on I-95 in Hallowell.

Judge Tom Nale set bail at $50,000 cash for Buccheri, the amount the state requested for each, and set it at $75,000 for Williams after asking whether he was the alleged driver.

The prosecutor, Assistant Attorney General John Nathans, said more than 16 grams of heroin was recovered from Buccheri’s purse and makeup bag as well as other usable amounts of heroin, and that she was the person who told police about the loaded handgun in the glove box of the vehicle.

Nathans said Buccheri told officers she “was helping to transport the co-defendant to Canada after he attempted to flee to Mexico.”

Attorney Matthew Morgan, representing Buccheri as attorney of the day, said Williams had put the drugs in Buccheri’s purse and makeup bag. “He said he didn’t want to be shot and took the gun out of his pocket and put it into the glove box,” Morgan said.

Morgan said Buccheri was completely cooperative with authorities and that her partner was having a mental breakdown.

Morgan argued for a lower bail, saying Buccheri was willing to find a place to live in Maine and wanted to be able to have contact with her son, who had been in the car when the chase was in progress.

“The facts indicate, at best, she’s an accomplice here,” Morgan said.

Nathans said neither Williams nor Buccheri have criminal records. However, in support of his bail recommendation, he said, “Both are from Maryland and have no known ties to Maine whatsoever. There’s no evidence they were selling or trafficking, but the mere quantities they were in possession of is indicative of trafficking.”

An affidavit by Rogers filed at the court says he activated his cruiser’s blue lights and siren and the driver kept going, sometimes going into the breakdown lane to pass other vehicles. The incident backed up traffic in both directions late Friday afternoon.

Rogers said Buccheri said the three had stayed at a Portland hotel since two days earlier and Buccheri thought they were going home. She said that when they were unable to get tickets, Williams drove north, saying he was going to Canada.

When Rogers also wrote that when Buccheri arrived at the jail, she said she had cash in her bra, and that $2,957 was found.

Buccheri told police Williams had gotten it from the bank and asked her to hold it since he was leaving the country, Rogers wrote.

Williams was represented at the hearing by attorney Joshua Klein-Golden, as lawyer of the day. Klein-Golden did not argue the bail amount on Monday. Rogers’ affidavit says Williams told police that the heroin was his. “He said he put it in Heather’s purse, though he said he didn’t have a drug problem and he wasn’t selling drugs,” Rogers wrote. Rogers also said police removed a knife from Williams’ waistband when he was searched.

Conditions of bail prohibit the co-defendants from having contact with each other.

Complaint filed against Skowhegan officer for not recognizing man’s epilepsy

SKOWHEGAN — The father of a Skowhegan man arrested June 12 on a charge of assaulting a police officer has filed a complaint against the officer for not recognizing that his son was having an epileptic seizure at the time.

Paul Goodridge, 43, said he wants more training for police to recognize medical conditions such as his son’s.

He filed the complaint against Skowhegan police Officer Ryan Blakeney, saying the officer mistakenly thought his son, Noah Goodridge, 20, was high on drugs. The incident occurred outside the NAPA auto parts store in downtown Skowhegan where Noah Goodridge had gone to fill out an employment application, Goodridge said.

“They should have sent the ambulance not the cops in the first place,” Paul Goodridge writes in the complaint. “Officer Blakeney evidently thought my son was on narcotics and arrested him and brought him to the hospital.”

Goodridge said his son has a documented history of epileptic seizures, with dozens of hospital visits on his medical record.

He said the police officer “had plenty of time to realize that he made a mistake” but brought Noah to jail, where Goodridge said jail officials “refused to give my son his meds in the morning and at night.”

James Ross, chief deputy at the Somerset County Sheriff’s Office, confirmed that Noah Goodridge was arrested and processed at the county jail, but said national standards prevented intake officers from providing medications.

“Noah Goodridge was incarcerated overnight at the Somerset County Jail,” Ross said in an email to the Morning Sentinel. Ross said that because of the American Correctional Association, which sets standards nationally for correctional facilities and jails, and state Department of Corrections standards, all jails are required to verify medications and prescriptions before administering them.

“This is handled by the medical provider here at the jail,” he said. “The medical provider was unable to verify the prescription and dosages. Mr. Goodridge bailed out prior to verification happening. Due to Noah Goodridge’s violent, assaultive behavior towards staff, for his safety and the safety of staff, he was placed in appropriate restraints during this incident.”

Skowhegan police Chief David Bucknam said Noah Goodridge was cleared for release to police custody by the medical staff at Redington-Fairview General Hospital. He said Blakeney is a drug recognition expert, certified through the Maine Criminal Justice Academy and the National Department of Highway Safety and “recognized signs associated with individuals under the influence of drugs.”

“I respect the father’s interest in protecting his son,” Bucknam said. “As a father, I would as well, but not before knowing the facts and circumstances of the situation.”

Bucknam added that police officers are first responders, not emergency medical technicians, and that the symptoms displayed by Noah Goodridge “were not conducive to what an average person would consider seizure.”

Paul Goodridge said that is the problem, that police officers are not trained to recognize epileptic seizures. He said he wants additional training for law enforcement officers and wants Blakeney “to be reprimanded and be held accountable for his actions in the wrongful arrest of my son, Noah.”

For his part, Noah Goodridge said he doesn’t remember anything until he woke up in handcuffs and “my face was all busted up.”

In his affidavit in support of probable cause for Noah Goodridge’s arrest, Blakeney wrote that he responded to a report of a medical emergency at the NAPA store at 4:19 p.m. June 12 and found Goodridge standing against a truck in the parking lot. He said the young man did not acknowledge his questions appropriately and “appeared to be under the influence of something.”

Blakeney said that when Goodridge attempted to walk past him, he positioned himself in front of him, so he was unable to walk past.

The officer wrote that Goodridge “reached out and grabbed me on top of my shoulders.” Blakeney said he pushed Goodridge’s hands away and told him not to touch him again.

Blakeney wrote that Goodridge grabbed him again by the shoulders, whereupon he used a police academy “arm bar” technique to bring him to the ground, where he was handcuffed.

Goodridge was placed into the police cruiser and taken to the hospital, where he ultimately was cleared to be taken to jail and charged with assault.

“I want things to change a little bit,” Paul Goodridge said in an interview. “They’re not training officers to know the difference between a seizure — I know we have an epidemic of people on drugs — but you can’t just instantly be going around assuming that somebody’s on drugs.

“I understand he made a mistake. People make mistakes. He wrongfully arrested and insulted my son.”

Noah Goodridge is due in court to face the assault charge on Aug. 15 in Skowhegan.

Vermont man pleads guilty to charge from 1984 in Augusta

AUGUSTA — A Shelburne, Vermont, man, apparently 33 years on the lam, was seen by a judge here Friday.

Francis Stevens, 62, had been indicted in August 1984 in Kennebec County on charges of operating after habitual offender revocation and operating after suspension.

Records on buff-colored paper at the Capital Judicial Center say he was stopped on April 6, 1984, in a 1972 Chevrolet on South Belfast Avenue in Augusta.

He later waived his right to have a jury trial, and the last entry in the case is one dated July 29, 1985, when his attorney in the case, Norman Bourget, filed a motion to withdraw at his client’s request.

On Friday via video from the Kennebec County jail, Stevens accepted a plea deal offered by the state. He pleaded guilty to the charge of operating after suspension in exchange for a sentence of seven days in jail and a $250 fine and the state dismissing the habitual offender charge.

Judge Tammy Ham-Thompson imposed the recommended sentence and asked whether Stevens was to serve the time immediately or was seeking a stay.

“He’s served four of those days and he’ll finish that up,” said attorney Stephen Bourget, who was serving as lawyer of the day and who told the judge that Stevens originally had been represented by his father.

According to Stephen Bourget, Stevens was stopped in Eastport on Wednesday after watching a fireworks show. Officers arrested him after seeing the 33-year-old warrant.

No other information was available about Stevens in Kennebec County.

It appeared that Stevens ended up at the Kennebec County jail after answering to other 1984-85 charges in Machias and then being brought to face the Kennebec County charges.

Hartland man, Canaan woman arrested on drug trafficking charges

CANAAN — Somerset County Sheriff’s officers arrested a Hartland man and a Canaan woman in possession of loaded firearms in related cases and charged them with aggravated drug trafficking.

Police executed a drug search warrant on July 12 on a 2006 Mercedes Benz and Nicholas Culver, 38, on Route 2 in Canaan, according to a press release from the Sheriff’s Office. During the search, police found over 30 grams of fentanyl, an opioid often used in pain medications. Police also found a loaded pistol in Culver’s waistband and over $3,000 in cash.

Culver was arrested and charged with aggravated trafficking in a schedule W drug and possession of a schedule W drug. The drug trafficking charge is aggravated due to the presence of the firearm, as well as the amount of fentanyl seized.

On July 13, police seized seven additional handguns and $16,350 in cash from Culver’s home in Hartland.

Sheriff Dale Lancaster said the arrest was part of an ongoing investigation into Culver and others selling large amounts of fentanyl in Hartland and Somerset County.

Culver is being held at the Somerset County Jail on $100,000 bail. His initial arraignment date is Oct. 10 in Somerset County.

On July 17, police conducted a separate drug related search warrant at the home of Amanda Cowette, at Stoney Park in Canaan. During the search, police found 100 grams of fentanyl, nearly $7,500 in cash, Xanax pills, a 2006 BMW sport utility motor vehicle, a loaded 9mm pistol, 2 bullet-proof vests, drug related documentation, and other paraphernalia. The fentanyl has a street value of $15,000.

Cowette, 24, was arrested and charged with aggravated trafficking in a schedule W drug, possession of a schedule W drug and possession of a schedule W drug. The drug trafficking charge is aggravated, due to the presence of the firearm, as well as the amount of fentanyl seized.

Cowette is at the Somerset County Jail and is being held on $10,000 bail. She is also set to appear in court on Oct. 10.

More charges are expected to come as it is alleged Culver and Cowette were involved in fentanyl trafficking activities.
